    9-1-1 Systems and Services Master Purchase Agreements

    In July 2026, the State of California began awarding the new statewide 9-1-1 Systems and Services Contract Agreements to Contractors who were responsive to the Invitation for Bid (IFB) 26-16743 technical and administrative requirements. The term of the contracts begins in July 2026, for four (4) years, with two (2) options to extend for three (3) years each for a potential total contract term of 10 years. All contract agreements are competitively bid and available to agencies that expend public funds and establish a pre-qualified list of vendors. This simplifies the purchasing process for the end user, utilizing fair and reasonable pricing.

    The Public Safety Answering Points (PSAP) shall use the Contract Agreements to purchase Call Processing Equipment (CPE) and maintenance services. Contract numbers have been issued to the Contractors per manufacturer/model configuration and type.

    California Multiple Award Schedules (CMAS)

    CMAS offers a wide variety of commodity and information technology products and services at prices which have been assessed to be fair, reasonable and competitive. The use of these contracts is optional and is available ONLY to California State and Local Government agencies. Without having to go to bid, an agency may request a copy of the CMAS contract from the contractor of choice; select the products and services to be ordered; and, send the purchase order directly to the contractor.

    Master Purchase Agreements (MPA)

    Master Agreements and Statewide Commodity contracts are the State’s main procurement vehicles for leveraging its buying power. Master Agreements and Statewide Commodity Contracts are generally statewide agreements that have been competitively bid, prices analyzed and do not have dollar limits or limitations to their use except as otherwise noted in the agreement or contract. The use of these contracts is optional and is available ONLY to California State and Local Government agencies.

    NG 9-1-1 Service Contracts

    Foreign Language Emergency Interpretation Services Contract

    On February 1, 2021, the State Contract for Statewide Foreign Language Emergency Interpretation Services was executed and awarded to Propio (CyraCom International). The State Contract is for the exclusive use of all California’s Public Safety Answering Points (PSAPs) participating in the State’s 9-1-1 Emergency Telephone System Program. The State Contract rate is $0.68 per interpretation minute. The Contract and related Exhibits are available to view, print, and/or download. Also posted are State generated documents related to the State Contract.

    ​The California 9-1-1 Emergency Communications Branch utilizes the Emergency Call Tracking System, also known as ECaTS to monitor statewide 9-1-1 call related data.
