TRAINING FOR EMERGENCY MANAGEMENT, HOMELAND SECURITY, AND PUBLIC SAFETY PROFESSIONALS

California Specialized Training Institute (CSTI) has trained first responders and emergency managers in all phases of emergency management for over 45 years. Cal OES/CSTI offers one of the most well recognized and comprehensive specialized training programs in the nation. Programs include disaster preparedness and response, terrorism prevention and response, law enforcement tactics, disaster mitigation and recovery, and WMD/hazardous materials response. Currently, CSTI offers several training certificates:

PUBLIC INFORMATION OFFICER SPECIALIST CERTIFICATE

Required Courses (2):

  • Basic Public Information Officer and Joint Information Center/Joint Information System (G290/291)

  • Advanced Public Information Officer (L0388)

Elective Courses:

You must have a minimum of 3 courses totaling 72 hours of electives from the approved elective list that can be from CSTI, FEMA, or State Fire Training. Electives may be selected from the approved Cal OES / CSTI Public Information Officer Approved Electives List.

​EMERGENCY MANAGEMENT SPECIALIST CERTIFICATE

Required Courses (4):

  • Mitigation for Emergency Managers (G393)

  • Emergency Planning (G235)

  • Recovery from Disasters: The Local Community Role (G205) - Formerly (G270.4)

  • Emergency Management Concepts: All Hazards or Jurisdiction Specific

Elective Courses:

You must have a minimum of 3 courses totaling 72 hours of electives from the approved elective list that can be from CSTI, FEMA, or State Fire Training. Electives may be selected from the approved Cal OES / CSTI Emergency Management Approved Electives List.

TERRORISM & HOMELAND SECURITY (THS) SPECIALIST CERTIFICATE

Required Courses (3):

  • Terrorism I: International Terrorism

  • Terrorism II: Domestic Terrorism

  • Terrorism III: Advanced Counterterrorism Strategies

Elective Courses:

You must have a minimum of 3 courses totaling 72 hours of electives from the approved elective list that can be from CSTI, FEMA, or State Fire Training. Electives may be selected from the approved Cal OES / CSTI Terrorism / Homeland Security (THS) Approved Electives List.

ADVANCED PROFESSIONAL SERIES (APS) CERTIFICATE

Completion of the Advanced Professional Series (APS) certificate is an accomplishment that distinguishes emergency managers with substantial expertise in emergency operations and management. Completion of this series demonstrates extraordinary dedication to the goal of protecting lives, communities, and resources from disasters. Students who complete the 5 required courses and any 5 of 15 elective courses are eligible to receive the APS certificate of completion.

G0775: EOC Management and Operations, or IS2200 EOC Management and Operations
G0191: Incident Command System/Emergency Operations Center Interface, or E/L0449 ICS Train-the-Trainer*
G0557: Rapid Assessment Workshop
G0205: Recovery from Disaster, the Local Government Role, or E0210 Recovery from Disaster, the Local Government Role*
G0393: Mitigation for Emergency Managers, or G0318 - Mitigation Planning for Local Governments, either Mitigation course will satisfy the APS requirements
