Building a Modern 9-1-1 System for All Californians

Next Generation 9-1-1 (NG9-1-1) is a modern emergency communications system that allows 9-1-1 centers to receive and share information such as texts, photos, videos and data. This allows responders to understand emergencies faster and act more efficiently.

California is committed to building a modern NG 9-1-1 system that works for everyone. The goal is simple: when someone needs help, their call gets through quickly, clearly and reliably, no matter what device they are using.

Deploying Next Generation 9-1-1 Statewide with transparency and accountability
The California Governor’s Office of Emergency Services (Cal OES) has entered into a bridge contract with a statewide provider, formally resuming statewide deployment of NG 9-1-1. This action allows us to protect public safety, support the legacy 9-1-1 system, replace out of date call handling equipment used by dispatchers, and move forward with a statewide NG 9-1-1 system.

Public Safety comes first and California ensures the 9-1-1 system is operating properly through oversight and communications with stakeholders and contracted service providers.

Next Generation 9-1-1 Update

The California Governor’s Office of Emergency Services (Cal OES) is making progress on its Next Generation 9-1-1 (NG 9-1-1) Transition Implementation Plan to achieve the modern, reliable, and secure 9-1-1 system Californians deserve.

Over the past three months Cal OES has focused on moving the 23 active NG 9-1-1 local dispatch centers, also known as Public Safety Answering Points (PSAPs), to an interim statewide NG 9-1-1 system.

Cal OES is also building the foundation to transition Los Angeles area dispatch centers to the interim statewide NG 9-1-1 system in advance of the 2028 Olympic and Paralympic Games.

Cal OES progress:

  • As of June 25, transitioned all live NG 9-1-1 voice traffic for the 23 dispatch centers previously on the regional NG 9-1-1 system, to the interim statewide NG 9-1-1 system.
  • As of July 30, completed a legacy selective router gateway (sometimes referred to as transitional elements) design allowing call transfers between NG 9-1-1 and dispatch centers operating on the legacy network.

Currently, work continues on the following efforts:

  • Planning to expand live voice traffic at the 23 NG 9-1-1 dispatch centers by migrating additional providers’ traffic.
  • Preparation for installation of interim statewide system equipment at the Cal OES 9-1-1 Lab to create a mock environment for testing.
  • Engaging in communication and engagement with Los Angeles dispatch centers to prepare for the 2028 Olympic and Paralympic Games.
  • Conducting bi-monthly Los Angeles Region stakeholder meetings, including one to be held on August 11, 2026.
Transparency and Accountability
Cal OES remains committed to providing the reliable, secure NG9-1-1 network all Californians deserve. Public safety comes first, and Cal OES ensures the network is operating properly through oversight and communications with its contracted service providers.
