Community Power Resiliency Program (formerly PSPS Program)

To mitigate the impact of utility use of Public Safety Power Shutoff (PSPS) events on public health, safety, and commerce in affected communities, the FY 2019-2020 budget act provided a one-time General Fund appropriation of $75 million to support state and local government efforts to protect public safety, vulnerable populations and individuals, and improve resiliency in response to utility led power shutoff actions. Funds were utilized to procure fixed, long-term emergency electrical generation equipment, develop continuity plans and risk assessments for critical infrastructure, develop public education materials, and provide supplies to prepare for electric disruption.

The FY 2020-2021 budget act provided an additional $50 million to help maintained the continuity of critical services that were still vulnerable to power outages, including schools, county election offices, food storage reserves, and COVID-19 testing sites. Funds broadened the power shutoff scope to include power outages that occur for reasons other than PSPS events and included funding to special districts.
