Response Systems Integration (RSI)
RSI manages and supports various aspects of training and system development used by the State Operation Center, Headquarters Response within the California Governor’s Office of Emergency Services (Cal OES), and State Agency Partners for emergency management and response.Â
RSI collaborates closely with the various Response Divisions, the Information Technology Branch, and the California Specialized Training Institute. RSI also provides information technology solutions across the Response Directorate, documents any existing information technology solutions and services, establishes and maintains system inventory documentation, identifies dependencies or interdependencies for integration capabilities, and mitigates any potential duplications of efforts in information technology solutions across the organization.

Cal EOC360
Cal EOC360 is California’s incident management and documentation system designed to enhance disaster response and coordination among 58 counties, state agencies, and emergency management partners. Built on Cal OES’s Engage platform (Salesforce), Cal EOC360 provides a scalable and cloud-based solution to meet modern and future incident management and common situational understanding across the state. By streamlining workflows and improving data accessibility, Cal EOC360’s goal is to enhance situational awareness and operational efficiency during disaster response and recovery efforts.

WebEOC Archive
Our old Cal EOC system, WebEOC, has been retired, and all historical records have been archived. Seven of the most used WebEOC boards are available to our internal and community members in our newly developed WebEOC Archive, a feature within the Cal EOC360 application. This Archive is a permanent record, searchable and printable as Read-Only documents. The archived boards consist of:Â

- Activity Log: Significant Events
- After Action Reports

Next-Generation Situation Awareness Collaboration Tool (NG SCOUT)
NG SCOUT is a web-based application which can be used by emergency responders to map and track ongoing incidents in real time. NG SCOUT can also be used to create map-based pre-plans for any area of a wildland or metro jurisdiction. For more information and NG SCOUT training registration, follow this link.Â
Resource Request System (RRS)
The Resource Request System (RRS) is a scalable, modern emergency management application within the Cal OES Engage portal built on Salesforce. RRS enables collaboration between users from Cal OES, Operational Areas (OAs), and Emergency Support Function (ESF) State Agency Partners to coordinate resources in response to an incident or disaster. Core workflows within RRS were designed in alignment with the Standardized Emergency Management System and the California State Emergency Plan to enable the resource requesting, mission creation, and mission tasking process. RRS provides the ability for OAs to access the Community Portal to request resources from the state through Cal OES, while offering integrated communication tools and status paths to increase collaboration and transparency. OA users may monitor the status of each request through a comprehensive list view which displays all requests for assistance and their associated missions and tasks.
State Operations Center (SOC) Exercise and Training Support
RSI maintains comprehensive training records to support staff credentialing and readiness compliance, ensuring all team members meet required standards for activation. We design and facilitate all-hazard exercises for the SOC, focused on enhancing interagency coordination, operational effectiveness, and preparedness for real-world emergencies.Â
