Hazard Mitigation Assistance
Hazard Mitigation funding opportunities provide support for communities to implement mitigation activities to reduce risk to life and property from natural hazards. In California, we face many natural hazards including wildfire, earthquake, drought, extreme weather, and flooding. Cal OES facilitates several FEMA programs to help fund mitigation efforts: the Hazard Mitigation Grant Program (HMGP), HMGP Post-Fire, Building Resilient Infrastructure and Communities (BRIC), Flood Mitigation Assistance (FMA), and FMA Swift Current. The priorities and deadlines for each funding opportunity are announced through what is called a Notice of Funding Opportunity (NOFO) which can change from year to year.

The HMGP funding opportunities provide support for communities to implement mitigation activities to reduce risk to life and property from natural hazards. HMGP funding can also support the development of Local Hazard Mitigation Plans (LHMP), and project scoping activities referred to as Advanced Assistance. HMGP funding is authorized with a Presidential Major Disaster Declaration. The amount of funding made available to the applicant is based on the estimated total Federal assistance. Hazard Mitigation Grant Program Post Fire (referred to as Post Fire) assistance is available to help communities implement hazard mitigation measures focused on reducing the risk of harm from wildfire. Post Fire provides hazard mitigation grant funding to eligible entities in areas receiving a Fire Management Assistance Grant (FMAG) declaration. Post Fire awards are provided for each FMAG declaration but are aggregated under one award for the fiscal year (October 1-September 30). Learn more about this grant opportunity here.
The Building Resilient Infrastructure and Communities (BRIC) is an annual grant program aims to shift the federal focus away from reactive disaster spending and toward proactive investment in community resilience. This program makes federal funds available to states, U.S territories, federally recognized tribal governments, and local communities as they undertake hazard mitigation projects, reducing the risks they face from disasters and natural hazards. FEMA utilizes qualitative technical criteria to evaluate subapplications submitted to this nationally competitive program. FMA was created as part of the National Flood Insurance Reform Act (NFIRA) of 1994. The Biggert-Waters Flood Insurance Act of 2012 (Public Law 112-141) consolidated the Repetitive Flood Loss and Severe Repetitive Loss grant programs into FMA. FMA funding is available through the National Flood Insurance Program (NFIP) for flood hazard mitigation projects and is appropriated by Congress. This nationally competitive grant program is funded by an annual allocation. The goal of this grant opportunity is to employ cost-effective measures to reduce or eliminate the long-term risk of flood damage to structures insured under NFIP. Swift Current grant funding aims to reduce or eliminate flood risk to NFIP-participating communities and repetitively flood damaged structures insured by the NFIP following a flood-related disaster event and enhance community flood resilience within NFIP-participating communities. Swift Current does this by providing funding for mitigation opportunities immediately after a flood disaster event. This differs from the existing FMA grant opportunity, which has an annual grant cycle that funds a broader range of flood mitigation activities through a nationally competitive selection process. The California Wildfire Mitigation Program (CWMP) was created as part of the State of California’s effort to strengthen community-wide resilience against wildfires. The California Governor’s Office of Emergency Services (Cal OES) has partnered with the California Department of Forestry and Fire Protection (CAL FIRE) to develop a state home hardening initiative to retrofit, harden, and create defensible space for homes at high risk to wildfires. This initiative focuses on high social vulnerability communities and providing financial assistance for home hardening activities to low- and moderate-income households. The Further Consolidated Appropriations Act, of 2024 authorizes funding for 110 projects for states, tribes, territories, and local communities for FEMA’s Pre-Disaster Mitigation (PDM) grant program. PDM is Congressionally Directed Spending and Cal OES has no involvement in the selection process. If your mitigation action is selected by Congress, our Technical Assistance team will assist in developing the subapplication. 406 Mitigation funding is a subset of Public Assistance (PA) funding provided by FEMA in the aftermath of a disaster. The Publis Assistance division facilitates these funds.
Under Section 406, FEMA provides funding for mitigation measures that go beyond simple repairs or replacement of damaged infrastructure. These projects are intended to reduce the risk or impact of future disasters by improving the resilience of damaged facilities or infrastructure.
