Multi-state Information Sharing and Analysis Center (MS-ISAC®)

The California Governor’s Office of Emergency Services (Cal OES), via the California Cybersecurity Integration Center (Cal-CSIC), is now providing FREE enrollment in the Multi-state Information Sharing and Analysis Center (MS-ISAC) for California public entities, to include state, local, tribal, and territorial (SLTT) partners.
This statewide sponsorship reflects Cal OES’s commitment to helping California organizations strengthen defenses, adopt proven best practices, and stay connected to a trusted cybersecurity community. Cal OES strongly encourages all eligible California SLTT partners enroll.

What is MS-ISAC®?

The MS-ISAC stands as the nation’s only cybersecurity resource solely dedicated to serving U.S. SLTT government entities. It is the only Information Sharing and Analysis Center (ISAC) that places a priority on assisting less-resourced SLTT organizations, also known as “cyber underserved” organizations, to achieve essential cyber hygiene and provides tailored, cost-effective products for their use. The MS-ISAC delivers a unique combination of expertise, trust, scale, access, and mission alignment that cannot be replicated by commercial vendors or other government programs.

MS-ISAC is designed to strengthen member’s cybersecurity postures, through:

  • Cyber threat intelligence sharing;
  • Early warning of potential cyber incidents, incident response, and forensic analysis;
  • 24/7 Security Operations Center; and
  • MemberConnect, a communication platform that allows the enrolled California entities to share information, integrate, and coordinate on any and all cybersecurity related matters.

This statewide sponsorship ensures you have the resources and community needed to stay ahead of evolving cyber threats.

Are there any Requirements to Join?

Cal OES and the Cal-CSIC are excited to offer this free to California SLTT partners. To join under the Statewide membership, Cal OES asks joining entities to accept the terms and conditions, which include:

  1. Designating an official point of contact and maintaining it.
  2. Registering for the California Cyber Security Task Force (CCTF)within 30 days of registration.
    1. There is no cost to register or participate in the CCTF or any CCTF subcommittee(s). While only the lowest tier of membership is required, members are strongly encouraged to participate or engage in active membership to see the most impact for your organization.
  3. Adhere to the Cal-Secure Roadmap. Member organizations shall continuously enhance their cybersecurity posture through following the Cal-Secure roadmap, specifically by working in a phased approach to install the basic baseline technical cybersecurity capabilities. These baseline capabilities are designed to raise the state cybersecurity maturity to a minimum level to reduce risk.
  4. Complete the Cal-CSIC Cybersecurity Maturity Assessment.
    1. Member shall have at least one POC complete the no-cost cybersecurity maturity self-assessment within 30 days of registering for MS-ISAC® membership, and annually thereafter. The Maturity Self-Assessment will be sent to the enrolled member after they complete the CCTF Membership enrollment.

    • Malicious Domain Blocking and Reporting (MDBR) – highly-effective we security that prevents your users from connecting to known or suspected malicious sites online

Please note, some of these services require additional registration or information to be provided to MS-ISAC before enrollment.

How Do I Join?

New Members

  1. To join, complete the MS-ISAC® Membership Registration.
  2. Next, log in to the CIS Portal and follow the prompts, ensuring you select join under the statewide membership.

Note: Joining the statewide membership is not mandatory and does not prevent an organization from purchasing additional MS-ISAC cybersecurity services.

Already a Member?

  • Don’t let your MS-ISAC benefits expire – act now before your current benefits end! Log in to the CIS Portal and follow the prompts to secure your membership.
  • If your organization purchased a single organization membership and would rather enroll in the statewide, your organization is eligible for a pro-rated refund or a 125% credit towards other CIS products and services. This must be claimed by June 2, 2026! To claim your refund or credit, log in to the portal. The guide will explain your options.

Can I Only Sign-up for MS-ISAC® Under the Statewide Membership?

No, single organization memberships are available with pricing based upon the organization’s operating budget (See learn.cisecurity.org/MS-ISAC-Single-Org-Membership-Model).

The state membership is provided free of service, which provides opportunities for fund maximization for any organizations.

Cal OES and the Cal-CSIC encourage enrollment regardless of whether the statewide or a single organization membership works best for your organization.

Can I Add-on Additional Cost Services if I Enroll Under the Statewide Membership?

Yes! Numerous additional services are still available for purchase by single organizations to include:

  • Managed Security Services (MSS) – Round-the-clock expert security log monitoring
  • Malicious Domain Blocking and Reporting Plus (MDBR+) – Protective DNS service with custom configurations and rea-time reporting
  • CIS Managed Detection and Response (CIS MDR) – Device-level protection for endpoint devices including workstations and servers.
  • Red Team Services – Vulnerability Scanning, Penetration Testing
  • Malicious Code Analysis Platform (MCAP) Access
