Cole Glenwright

Cole Glenwright

Team Leader

Cole Glenwright is the Team Leader of the Incident Management Assistance Team (IMAT), responsible for the team’s day-to-day operations and disaster assignments. Prior to joining the IMAT, Cole served as the Cal OES Debris Operations Unit Chief, where he directed disaster debris operations for major wildfires, floods, and other hazards in coordination with local jurisdictions and state agency partners. Cole has served in leadership or technical roles on 12 Presidentially declared disasters, including the 2018 Camp Fire, the 2020 Statewide Fires, and the 2023 flooding incidents. He has also served as an advisor to other state emergency management agencies, including during the 2019 Puerto Rico Earthquakes and the 2023 Maui Fires. Cole is a credentialed Emergency Operations Center (EOC) Director and EOC Operations Section Chief, is certified as a California Professional Emergency Manager (CA-PEM) and Project Management Professional (PMP), and holds a bachelor’s degree in business administration from Pepperdine University. He is also a member of the El Dorado County Sheriff’s Office’s Search and Rescue Unit, where he serves as a rope rescue technician and an Incident Support Team member.
Jessica London

Jessica London

Deputy Team Leader

Jessica London is the Deputy Team Leader of the Incident Management Assistance Team (IMAT), responsible for managing, coordinating, and overseeing the team’s day-to-day and operational activities. Before joining the IMAT, Jessica served as the Cal OES State Mitigation Planning Unit Chief where she led the update of California’s 2023 State Hazard Mitigation Plan (SHMP), which was successfully approved by the Federal Emergency Management Agency (FEMA) and adopted by the State of California. The 2023 SHMP earned the coveted designation as an Enhanced State resulting in increased funding eligibility. Prior to starting at the State, Jessica had the privilege of working at the District of Columbia Homeland Security and Emergency Management Agency (DC HSEMA), the National Capital Region Threat Intelligence Consortium (NTIC) fusion center, and Hagerty Consulting. Jessica began her career working with individuals with disabilities in the public health sphere and has continued to advocate for the inclusion of Access and Functional Needs populations and considerations throughout all areas of emergency management. She has activated and deployed for both notice and no-notice events, including the 2025 Los Angeles Wildfires, 2024 San Diego Floods, 2020 Statewide Fires, and the District of Columbia’s National Independence Day Celebrations and MLB All-Star Game. She has served in the Planning and Operations Sections as well as the Chief of Staff on complex missions. She is a credentialed Emergency Management Specialist who has supported emergency management efforts in the response, recovery, mitigation, and preparedness phases. Jessica earned her Bachelor’s in Anthropology and Sociology and a Minor in Health Care and Society from Lafayette College, and her Master’s in Emergency and Disaster Management from Georgetown University.

Chris Dargan

Chris Dargan

Public Information Officer

Chris Dargan is the Incident Management Assistance Team (IMAT) Public Information Officer (PIO) and is responsible for coordinating crisis communication during a disaster. Prior to joining Cal OES and the IMAT, Chris spent seven years with a local government fire agency working in public information and community outreach as well as being a rostered member of a Type 3 Regional Incident Management Team. Chris has deployed as a PIO in support of wildfires, floods, earthquakes, civil disturbances, and pre-planned events. Chris is a credentialed Type 1 Public Information Officer and has received certifications as an Emergency Medical Technician – Basic, POST Certified Peace Officer, and Emergency Management Specialist.
Vivian Blain

Vivian Blain

Safety Officer

Vivian Blain is the Safety Officer of the Incident Management Assistance Team (IMAT) and is responsible for the health and safety of staff during disaster assignments. Prior to joining the IMAT, Vivian served in the Cal OES State Operations Center (SOC) as the Safety Officer. She has also served as a Safety Advisor to multiple Joint Field Operations (JFOs), including during the Unified Border Control Group and 2023 Winter Storms. Vivian is a credentialed EOC Safety Officer, is a certified Emergency Management Specialist, and holds a bachelor’s degree in environmental interpretation from the University of Montana Western. She served in the California National Guard as a Medic and was activated in the response for COVID-19.
Kelly Riley

Kelly Riley

Operations Section Chief

Kelly Riley serves as the Operations Section Chief for the Incident Management Assistance Team (IMAT), where she develops and oversees the execution of the operations portion of the Incident Action Plan (IAP). Her career in Emergency Management spans local, state, and federal levels in Law Enforcement, Fire, and Emergency Medical Services (EMS). Her contributions include serving on the Federal Emergency Management Agency’s (FEMA) Urban Search & Rescue Team Task Force 3. While at Cal OES, Kelly has been deployed for several major incidents, including the 2025 Los Angeles Wildfires, 2020 Statewide Fires, Unified Border Control Operations (UBCG), and the 2019 Ridgecrest Earthquake. She has held critical roles during these events serving as Operations Section Chief, Logistics Section Chief, and Liaison. Kelly is a credentialed Operations Section Chief, certified Emergency Management Specialist and Advanced Professional Series Specialist, and a graduate of both the National Emergency Management Advanced Academy (NEMAA) and the National Emergency Management Basic Academy (NEMBA).
Zachary Corbo

Zachary Corbo

Deputy Operations Section Chief

Zachary Corbo is the Deputy Operations Section Chief for the Incident Management Assistance Team (IMAT), bringing a wealth of experience in emergency management and community coordination. Prior to the IMAT, Zachary served in the Office of Private Sector and NGO Coordination, where he drove coordination efforts across the emergency management cycle with nongovernmental and community partners statewide, establishing strong and impactful partnerships. Before joining civil service, Zachary was appointed by the Governor to serve as the Disaster Support Specialist at California Volunteers, within the Office of the Governor. In this role, he spearheaded statewide disaster volunteer coordination efforts and supported the expansion of AmeriCorps disaster resources in California. Zachary has deployed to or supported disaster operations across California and nationwide, responding to catastrophic flooding, wildfires, hurricanes, earthquakes, and a range of other hazards. A graduate of the National Emergency Management Basic Academy (NEMBA), a Type II credentialed Private Sector Coordinator, and an Infrastructure Liaison Officer, he is a recognized speaker in the field and has presented at numerous conferences.
Jeannette Tyler

Jeannette Tyler

Planning and Intelligence Section Chief

Jeannette Tyler is the Planning and Intelligence Section Chief for the Incident Management Assistance Team (IMAT) responsible for gathering and analyzing information, developing action plans, and maintaining situational awareness to support effective decision-making during an incident or operation. Prior to joining the IMAT, Jeannette was the Planning and Intelligence Section Chief on the Red Incident Support Team for Cal OES’ State Operations Center (SOC) from 2018 to 2024. In this role, Jeannette led the planning team during more than 40 incidents, including the Camp Fire, Carr Fire, and Mendocino Complex, the 2020 Statewide Fires including the August Complex and SCU Lightning Complex, COVID-19 response (2020-2022), the 2022 Ferndale Earthquake, and the 2023 Winter Storms. She has collaborated closely with the Federal Emergency Management Agency (FEMA) and other state and local partners on Presidentially declared disasters. Jeannette holds a Type I credential as an Emergency Operations Center (EOC) Planning and Intelligence Section Chief and is a certified Emergency Management Specialist.
Lindsay Fox

Lindsay Fox

Deputy Planning and Intelligence Section Chief

Lindsay Fox is the Deputy Planning and Intelligence Section Chief for the Incident Management Assistance Team (IMAT) at Cal OES, responsible for overseeing strategic planning and intelligence operations to strengthen disaster response and recovery efforts. Prior to joining the IMAT, Lindsay served as an Associate Governmental Program Analyst for the Coastal Region, where she supported regional disaster preparedness and response. Lindsay played a key role in major incident activations, including the 2022-2023 Winter Storms and the 2023 Severe Storms, Flooding, and Landslides, where she managed timekeeping, compliance reporting, and operational documentation. Lindsay brings over a decade of leadership experience in both public and private sectors. She previously held senior management positions, including Vice President of Customer Support and Director of Client Services at ProCare RX, where she led crisis management, employee safety initiatives, and business continuity planning during federally declared disasters such as Hurricane Irma and Hurricane Michael. Lindsay is a certified Emergency Management Specialist with a Type III Emergency Operations Center (EOC) Liaison Officer Credential. She continues to leverage her background in emergency management, operational leadership, and cross-sector collaboration to enhance California’s emergency preparedness and response capabilities.
Andy Langolf

Andy Langolf

Logistics Section Chief

Andy Langolf serves as the Logistics Section Chief of the Incident Management Assistance Team (IMAT). He began his Cal OES career in 2018 as an Emergency Services Coordinator with the Disaster Planning Unit’s group tasked with updating the Southern California Catastrophic Earthquake Plan. He went on to serve in various positions including Senior Emergency Services Coordinator in the Community Planning Unit, Emergency Management Coordinator/Instructor-II for the Response Systems Integration (RSI) Division, and later as RSI’s Division Chief. Throughout his career at Cal OES, he served on Incident Support Teams as the Logistics Chief and State Operations Center (SOC) Director. Andy gained his field experience deploying across the state as a volunteer for the El Dorado County Search and Rescue management team participating in over 50 searches and helping develop their training programs. While at Cal OES, he has been deployed to South Carolina in support of Hurricane Florence, and within California’s own Operational Areas for various incidents including the Unified Border Coordination Group and the 2025 Los Angeles Wildfires. Andy received his MBA from Santa Clara University and was credentialled as an Emergency Management Specialist and Type 1 Logistics Section Chief.
Tyler Van Every

Tyler Van Every

Deputy Logistics Section Chief

Tyler Van Every is the Deputy Logistics Section Chief for the Incident Management Assistance Team (IMAT) supporting all phases of disaster logistics including readiness, mobilization, operations, and demobilization. In this role, he works directly under the Logistics Section Chief to help coordinate resource deployment, manage field logistics, and ensure the operational needs of personnel and partner agencies are met efficiently and effectively. Additionally, Tyler recently completed his B.S. in Logistics and Supply Chain Management from Embry-Riddle Aeronautical University. Prior to joining the IMAT, Tyler dedicated 10 years of service in the United States Air Force in the Air Transportation career field. During these years, he held various roles focused on strategic supply chain operations, transportation coordination of cargo and personnel, and mission-critical asset management.
Jay Dominguez

Jay Dominguez

Finance and Administration Section Chief

Jay Dominguez serves as the Finance and Administration Chief for the Incident Management Assistance Team (IMAT), where he is responsible for overseeing the team’s financial and administrative operations. Prior to his role with IMAT, he served as a Disaster Assistance Program Specialist with the Cal OES Recovery Public Assistance Unit, where he provided critical guidance and support to local, state, and Tribal Governments, special districts, and private nonprofit organizations in navigating the California Disaster Assistance Act (CDAA) and the Federal Emergency Management Agency’s (FEMA) Public Assistance (PA) Program. Jay has been activated for multiple State and Federally declared disasters, during which he played a key role in assisting applicants with securing disaster recovery funding. He is a certified Emergency Management Specialist with comprehensive expertise in CDAA and FEMA PA Programs. He leverages his PA expertise to help impacted agencies with early incident cost tracking, estimation, documentation, and program compliance—positioning them for a seamless transition to incident cost-recovery.
