Overview
Community Emergency Response Team (CERT)
The Community Emergency Response Team (CERT) program educates volunteers about disaster preparedness for the hazards that may occur where they live.
CERT trains volunteers in basic disaster response skills, such as:

- Fire safety
- Light search and rescue
- Team organization
- Disaster medical operations
The CERT program offers a consistent, nationwide approach to volunteer training and organization that professional responders can rely on during disaster situations, allowing them to focus on more complex tasks.
California CERT Program
The California CERT Program is housed under the California Governor’s Office of Emergency Services (Cal OES). The State CERT Administrator at Cal OES provides technical support and CERT updates to registered CERT programs in California. To reach the State CERT office, please contact CERT@caloes.ca.gov.

Grant Information
We are pleased to share that the FY25 Listos California Grant Program Competitive Funding Opportunities (CFOs) are now available.
This announcement is being shared with current and previous Listos California grantees, as well as partner organizations and contacts who may be interested in applying or sharing this opportunity within their networks.
Below is a summary of the available funding opportunities.
Listos California Statewide Grant Program
-
- $2.25 million in available funds
- Supports CBOs serving the most socially vulnerable Californians statewide
- Applicants must be a 501(c)(3) nonprofit with capacity to serve a minimum of 10 counties through local chapters and/or affiliates
Listos California Regional Grant Program
-
- $1.5 million per Cal OES region (Inland, Coastal, Southern)
- $4.5 million total available statewide
- Supports CBOs serving socially vulnerable populations within each region
- Applicants must be a 501(c)(3) nonprofit serving at least two counties in the region applied for
Listos California Tribal Grant Program
-
- $500,000 in available funds
- Supports California federally recognized tribes and/or CBOs serving multiple tribes statewide
- Applicants must be a federally recognized tribe or a 501(c)(3) nonprofit with demonstrated capacity
Listos California CERT Support Grant Program
-
- $500,000 in available funds
- Supports an administrative CBO to build capacity for CERT programs statewide
- Applicants must be a 501(c)(3) nonprofit with the ability to support all new and existing CERT programs

How to Apply
Applications must be submitted through the Cal OES Grants Central System (GCS) by February 23, 2026.
