State Training Office
The State Training Office coordinates state and national training programs and provides training services throughout the state for our first responder and emergency management communities. These comprehensive training programs ensure our first responders, emergency managers, government leaders, non-governmental partners, and private citizens have the knowledge, skills, and abilities needed to perform key tasks when disasters strike and supports our goal to minimize the impact of disasters on our communities, property, economy, and environment in California.
The California Training and Exercise Plan 2021-2023 provides a roadmap to accomplish this goal. New—2020: The Integrated Preparedness Plan (IPP) and Integrated Preparedness Planning Workshop (IPPW) will replace the Training and Exercise Plan Workshop (TEPW) and Training and Exercise Plan (TEP) for the next planning cycle: 2022-2024. Emergency Managers should attend the yearly IPPW to further develop preparedness strategies and coordinate training and exercise activities with neighboring jurisdictions and state training and exercise programs. State Training Bulletin
The State Training Bulletin lists State and Federal emergency management and first responder training opportunities focused on providing one-stop access to training deliveries and information to strengthen preparedness, enhance effectiveness, improve response levels, and provide viable solutions to California’s response community.

How to Request a Course Delivery
There are hundreds of Homeland Security training programs available for delivery in your jurisdiction. Emergency Managers can request local-delivery of State and National Preparedness courses by completing a Mobile Training Team (MTT) Request Form (Fillable: Select Tools, Fill and Sign) and submitting it to training@caloes.ca.gov
(Fillable: Select Tools, Fill and Sign) Use this fillable form to request group training for State and Federal courses (Example: CSTI, FEMA, TEEX, LSU). One class per request. Minimum seat requirement. CSTI can assist marketing/filling the course. Send completed form to: training@caloes.ca.gov

To request the use of Homeland Security Grant Program (HSGP) funds to attend WMD/CBRNE/Terrorism/All Hazards courses or exercises, please fill out completely and select "Submit" at the bottom of the form to send electronically: TRACKING NUMBER REQUEST FORM

Resident Training (Out-of-State)
These programs are funded through federal grants and can include tuition, course materials and travel (there are some exceptions). Each training provider has their own registration form and process that must be followed. Because of the background, discipline, and experience needed for many of the training courses offered, applicants attending training courses at the provider’s location must adhere to the individual provider’s policies and procedures. The provider websites below will give specific information on training dates, course details, and registration procedures.
After downloading the appropriate application, ensure you have filled it in completely, obtained all necessary signatures (to include State Training Officer’s), and coordinate the training in accordance with your agency's travel and training policies. Incomplete applications, or applications without required signatures will not be processed.
