Cal OES Fire and Rescue Division is now home to the California Fire Service Task Force on Climate Impacts. This Task Force will review and develop policy and operational recommendations associated with the effect of future conditions on California's Fire Service. More information regarding this task force can be found at the above link.

Cal OES Fire and Rescue Division is now home to the Situational Awareness and Collaboration Tool (SCOUT). Cal OES, in association with California Department of Forestry and Fire Protection (CAL FIRE), and through a strategic partnership with the Department of Homeland Security's Science & Technology Directorate (DHS S&T), has acquired the Next-Generation Incident Command System (NICS) software for use by California's emergency services professionals. The statewide deployment of the NICS software will be called SCOUT. More information regarding SCOUT can be found at the above link.

The California Governor's Office of Emergency Services (Cal OES) manages a statewide fire and rescue program, providing apparatus on loan to local fire departments for use in their districts, while requiring those departments to staff the vehicles for the state when needed. This program has been around since 1950, and is the cornerstone of the California Fire and Rescue Mutual Aid System. The Hazardous Material section is currently in the process of developing a Regional Hazardous Materials Program that will be similar to the Cal OES Fire Engine Program. This program is intended to provide additional response capability and fill in the gaps across the state where there is limited or no response capability for Hazardous Materials by Rail. The California Governor’s Office of Emergency Services, Fire and Rescue Division is responsible for the development, implementation and coordination of the California Fire Service and Rescue Emergency Mutual Aid Plan. The Plan is developed and updated under guidance and approval of the Fire and Rescue Service Advisory Committee/FIRESCOPE Board of Directors. The continued success of California's unique and highly-effective Fire and Rescue Mutual Aid System demands a maximum level of understanding and cooperation by all who use and support it.

​Fire Operations

The Operations (OPS) section, under Cal OES Fire and Rescue Division, coordinates the California Fire and Rescue Mutual Aid System. Coordinated response through the Mutual Aid System includes responses to Major fires, Earthquakes, Tsunamis, Hazardous Materials and other disasters. Other programs Fire Operations include:

The Fleet section, under Cal OES Fire and Rescue Division, manages State owned “All Risk” Fire Engines, Water Tenders and Specialized Rescue Equipment in order to augment Local Government response in support of the California Fire and Rescue Emergency Mutual Aid System. The Hazardous Materials (HazMat) section, under Cal OES Fire and Rescue Division, coordinates statewide implementation of hazardous materials accident prevention and emergency response programs for all types of hazardous materials incidents and threats. In response to any hazardous materials emergency, the Section staff is called upon to provide state and local emergency managers with emergency coordination and technical assistance. ​Reimbursement

The Reimbursement section, under Cal OES Fire and Rescue Division, is responsible for the administration of the terms and conditions prescribed under the California Fire Assistance Agreement (CFAA) which includes but is not limited to processing the reimbursement of certain resources that are requested and utilized under the (CFAA). Other programs within Reimbursement include:

​Special Operations

The Special Operations section, under Cal OES Fire and Rescue Division, is responsible for the overall management and coordination of the state and federal US&R Response System, which includes eight multi-disciplinary Urban Search and Rescue Task Forces, twelve Regional Task Forces, eighteen Type II mobile rescue caches, and thirteen Swift Water/Flood Water Rescue Teams in California. Other programs within Special Operations include:
