The California State Emergency Response Commission (SERC) established six emergency planning districts having the same boundaries as the Mutual Aid Regions. The SERC appointed a Local Emergency Planning Committee (LEPC) for each planning district, known as regions, and supervises and coordinates their activities. LEPC Region III is comprised of Butte, Colusa, Glenn, Lassen, Modoc, Plumas, Shasta, Sierra, Siskiyou, Sutter, Tehama, Trinity, and Yuba counties.
LEPC Region IV is comprised of Alpine, Amador, Calaveras, El Dorado, Nevada, Placer, Sacramento, San Joaquin, Stanislaus, Tuolumne, and Yolo counties.
LEPC Region V is comprised of Fresno, Kern, Kings, Madera, Mariposa, Merced, and Tulare counties.
LEPC Regions provide a forum for emergency management agencies, responders, industry and the public to work together to evaluate, understand, communicate, train about, plan and exercise emergency response to incidents resulting from chemical hazards in the community.
