Cal OES responds to and aids in the recovery from emergencies within the State of California through the deployment of Response section resources. This section represents the initial response and call to action during an emergency and is comprised of three sections; Response, Fire and Rescue, and Law Enforcement Branches.

​Response is divided into statewide, headquarters, and regional operations to ensure effective and efficient support to local resources. The regions serve as the conduit for local and regional perspective and provide a physical presence for Cal OES functions at the local level in all phases of emergency management.

​Fire And Rescue

The Fire and Rescue Branch coordinates the systematic mobilization, organization, and operation of necessary fire and rescue resources throughout the state and its political subdivisions in an effort to mitigate the effects of disasters, whether natural, technological, or human-caused.

​Law Enforcement & Homeland Security

The Law Enforcement Branch is staffed by sworn and non-sworn peace officers and works directly with California sheriffs and police departments. Division personnel maintain liaisons with all federal agencies including the Federal Bureau of Investigation (FBI), The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), the Secret Service, the State Department, and the Department of Homeland Security (DHS).
