In 2012, Congress created the First Responder Network Authority (FirstNet) within the Department of Commerce’s National Telecommunications and Information Administration (NTIA). FirstNet is charged with creating a nationwide wireless broadband network for public safety that will use "Long Term Evolution" (LTE) technology standards, similar to existing commercial broadband wireless networks. Public safety groups had pressed for legislation to build a nationwide network for several years in response to the 9/11 tragedy and subsequent 9/11 Commission Report.

On March 30, 2017, FirstNet awarded a 25-year agreement to AT&T to build the nationwide network. FirstNet and AT&T have developed "State Plans" for each state, including California. These plans include service details, such as cost, coverage and timelines for deployment. The Nationwide Public Safety Broadband Network (NPSBN), or FirstNet network, will be the first ever nationwide high speed broadband data communications network dedicated to public safety. Realizing the FirstNet vision in California will require a concerted effort and close coordination on the part of FirstNet and the state, local, regional, and tribal public safety stakeholders.

FirstNet works directly with the states to plan and build the nationwide network in each state. In California, the Governor’s Office of Emergency Services (Cal OES) leads the planning and effort for FirstNet. Cal OES has established a Broadband Services Division (CalBSD) within the 9-1-1 Emergency Communications Branch as well as the California First Responder Network Authority (CalFRN) Board. The CalBSD team is actively engaged in public outreach to provide updated information regarding broadband deployment in California. The CalFRN Board provides coordination and recommendations for FirstNet in California, and may establish a Technical Advisory Committee to meet the needs of FirstNet. The Technical Advisory Committee can periodically report to the CalFRN Board during regular board meetings. The committee will advise on opportunities that leverage existing projects with the broadband buildout, and provide direction for the integration of future FirstNet initiatives. New CalFRN Board Members and CalFRN officers can be elected every two years, with the option for reappointment.
