The Telecommunications Governance Branch provides strategic planning, direction, and coordination to Client Agencies for public safety communications. Our goal is to strengthen public safety communications governance through open forums as stated in the Statewide Public Safety Radio Communications Strategic Plan, and ensure all public safety entities have a voice in the process while continuing to leverage existing infrastructure to improve interoperability in California.

The Client Project and Strategic Planning Division serves as the interface between Public Safety Communications (PSC) and its client agencies. The division oversees the process by which client agencies request PSC services, evaluates service needs, and facilitates service planning and delivery.
Client representatives provide project management services to PSC and client agencies alike for all communications projects and work orders statewide. Client representatives work closely with each agency to understand the agency's communication needs and expectations. Once an understanding of a particular need is obtained, an agreement is made that details the scope, cost, and timeframe of the related project. Implementation of the work then begins under project management. At this stage, all aspects of the project are closely monitored for accuracy and timeliness. From start to finish, the combination of client representation and project management services ensure the agency's needs and expectations are understood and satisfied.

The Client Outreach unit communicates with client agencies regarding current Public Safety Communications’ processes and service offerings. The Ombudsman endeavors to improve the client relationship and experience by researching and attempting to resolve disputes, addressing client inquiries, identifying systematic issues leading to poor service, and making recommendations to policies and procedures in support of resolution. The Drafting team is the in-house technical drawing capability. Major functions the Drafting unit performs include indexing sites and maintaining telecommunications drawings of all public safety client radio communications sites.
The FirstNet in California Program unit conducts the outreach efforts to public safety entities statewide to understand operational needs and coordinate data collection activities to identify useful existing infrastructure and coverage needs, focused on determining the most effective and efficient means for providing broadband communications services to emergency first responders as part of the planning for the National Public Safety Broadband Network.

The Client Site & Program Coordination Division manages the PSC owned communications facilities including processing space agreements and technical analysis for communications equipment statewide. The Division supports various PSC programs to improve coordination and governance between PSC sections and management toward the goal of providing better services to our clients. This Division assists in the planning, monitoring, analysis and assessment of PSC programs and business practices to align them with PSC's strategic direction to improve operational efficiencies.

The Client Materials and Cost Recovery Division serves client agencies in the areas of fiscal management, warehousing, and training. This includes client agency billing, validation of services rendered, warehousing and transport of agency equipment, and technical and general training support. In addition, an inventory of parts is maintained in PSC Central Stores for immediate use in client agency communications projects.

The FCC Licensing & Technical Specifications Division manages FCC licenses, frequency coordination, engineering services, and maintains records of frequency use agreements between State and local Public Safety organizations. PSC obtains in the name of the State of California all FCC Licenses for interoperability frequencies for all public safety agencies.
PSC ensures that each agency's communications system(s) complies with federal regulations by submitting license applications to the Federal Communications Commission (FCC). This also includes submitting license information to regulatory committees (frequency coordinators) for review and concurrence. Furthermore, PSC will automatically renew licenses as necessary. To aid in regulatory pursuits, PSC has become a member of the National Public Safety Telecommunications Council (NPSTC), the Association of Public Safety Communications Officials-International (APCO), the Forestry-Conservation Communications Association (FCCA) and the Regional Planning Committee’s for 700 and 800 MHz spectrum. Through these and other organizations, PSC Lobbies regulatory committees and the FCC to promote and defend the needs of State agencies. In this capacity, PSC provides assistance and guidance to State, county and local agencies on the use of radio spectrum.
The FCC Licensing & Technical Specifications Division assists the Radio Communications Branch and client State agencies in the development of technical specifications for radio communications equipment. Once the specifications are developed, the FCC Licensing & Technical Specifications Division facilitates the processing of client state agency purchase estimates and the bidding process by the California Department of Technology, Statewide Telecommunications Procurement Branch.
