Cal OES Plans and Publications

Federal Plans and Publications

​President Barack Obama signed the Presidential Policy Directive/PPD-8: National Preparedness on March 30, 2011. This directive asks the whole community to work together to develop a national preparedness goal, a national preparedness system description, and a set of supporting frameworks, plans and guidance documents that will help the nation reach the national preparedness goal.   • National Prevention Framework

  • National Protection Framework

  • National Mitigation Framework

  • National Response Framework (second edition)

  • National Disaster Recovery Framework

 

The National Preparedness Goal 2nd Edition defines what it means for the whole community to be prepared for all types of disasters and emergencies. The goal emphasizes that national preparedness is the shared responsibility of our whole community. In addition to stating the goal, the National Preparedness Goal describes 32 activities, called core capabilities, that address the greatest risks to the nation.

 

The National Infrastructure Protection Plan (NIPP 2013) provides a unifying framework that integrates a range of efforts designed to enhance the safety of our nation's critical infrastructure. The above linked webpage also includes a link to download a copy of the plan in its entirety.

 

The Homeland Security Act of 2002 brought together approximately 22 separate federal agencies to establish the Department of Homeland Security and sets forth the primary missions of the Department. The above linked webpage also includes a link to download a copy of the act in its entirety.

 

The National Strategy for the Physical Protection of Critical Infrastructure and Key Assets identifies a clear set of national goals and objectives and outlines the guiding principles that will underpin our efforts to secure the infrastructures and assets vital to our national security, governance, public health and safety, economy, and public confidence. ​The National Response Framework (NRF) presents the guiding principles that enable all response partners to prepare for and provide a unified national response to disasters and emergencies - from the smallest incident to the largest catastrophe. To download a copy, please see below.

On February 12, 2013, President Barack Obama signed the Presidential Policy Directive 21 (PPD-21).  This directive, which superseded HSPD-7, advances a national unity of effort to strengthen and maintain secure, functioning, and resilient critical infrastructure.  PPD-21 also identifies 16 critical infrastructure sectors, which are listed below. Each link provides information for the sector, and also includes the sector specific plan for each.
