Important Notice to Bidders - IFB 2015-01911

Note: The Governor’s Office of Emergency Services (Cal OES), Emergency Communications Branch (CA 9-1-1 Branch ) is the only authorized user who can procure NG9-1-1 services off the IFB 2015-01911 contract. 

911 Systems and Services Master Purchase Agreements

​On February 1, 2012 the State of California awarded the new statewide 9-1-1 Systems and Services Master Purchase Agreements (MPA) to nine (9) Contractors who were responsive to the Request for Proposal (RFP) 1104-14 technical and administrative requirements. The term of the Contract is February 1, 2012 through December 31, 2014 with two one-year options to extend. Master Agreements are contracts that are competitively bid and available to agencies that expend public funds. These types of agreements establish a pre-qualified list of vendors and simplify the purchasing process for the end user, by utilizing fair and reasonable pricing.


The Public Safety Answering Points (PSAP) may use the MPA to purchase Customer Premise Equipment (CPE) and maintenance services. The MPA Contract numbers have been issued to the Contractors who offer one (1) to multiple manufacturer/model configurations and types.

California Multiple Award Schedules (CMAS)


CMAS offers a wide variety of commodity and information technology products and services at prices which have been assessed to be fair, reasonable and competitive. The use of these contracts is optional and is available ONLY to California State and Local Government agencies. Without having to go to bid, an agency may request a copy of the CMAS contract from the contractor of choice; select the products and services to be ordered; and, send the purchase order directly to the contractor.

Master Purchase Agreements (MPA)


Master Agreements and Statewide Commodity contracts are the State's main procurement vehicles for leveraging its buying power. Master Agreements and Statewide Commodity Contracts are generally statewide agreements that have been competitively bid, prices analyzed and do not have dollar limits or limitations to their use except as otherwise noted in the agreement or contract. The use of these contracts is optional and is available ONLY to California State and Local Government agencies.

​Foreign Language Emergency Interpretation Services Contract

On June 12, 2013, the new State Contract for statewide Foreign Language Emergency Interpretation Services was executed and awarded to LanguageLine Solutions (LLS). The new State Contract is for the exclusive use of all California’s Public Safety Answering Points (PSAPs) participating in the State’s 9-1-1 Emergency Telephone System Program. The new State Contract rate is $0.59 per interpretation minute. The new Contract and related Exhibits are available to view, print, and/or download. Also posted are State generated documents related to the new State Contract and required action by California PSAPs who want to use the State Contract.

​9-1-1 Emergency Call Tracking System (ECaTS)

​The California 9-1-1 Emergency Communications Branch is pleased to introduce the new Emergency Call Tracking System, to be known as ECaTS. ECaTS is the statewide 9-1-1 call related data gathering system that will replace the services currently provided by FRNIS and CARSNet. Development and implementation of ECaTS was awarded through a competitive process. Implementation has begun and is scheduled to be completed no later than October, 2010.

Previous 9-1-1 Telephone Systems Contract

This contract is now expired and is available for informational purposes only. Services may no longer be ordered from this contract.

In October 2006 contract awards were made to eight contractors who were responsive to RFP 54159 requirements. The term of the contract was September 5, 2006 through September 4, 2011. The intent of this contract was to provide California Public Safety Answering Points (PSAPs), who qualified for funding within the guidelines set by the California 9-1-1 Emergency Communications Branch, with a list of qualified vendors who met detailed equipment and service requirements at competitively bid prices.
